G7 issues joint guidance to help industry prevent sanctions evasion by Russia

On 24 September 2024, the G7 nations — comprising the United States, Canada, France, Germany, Italy, Japan, the United Kingdom, and the European Union - released a joint guidance on preventing the evasion of export controls and sanctions imposed on Russia. This guidance aims to restrict Russia’s access to critical components used in military operations, including missiles and unmanned aerial vehicles.

The guidance contains:

  • Items at increased risk of being diverted to Russia
  • Red flag indicators of possible export control or sanctions evasion
  • Best practices for industry to address these red flags and implement improved due diligence
  • References to publicly available screening tools and resources to support due diligence efforts

The G7 Sub-Working Group on export control enforcement met in Brussels to announce the guidance and reaffirm their commitment to coordinated enforcement. The guidance purpose is to assist industries in identifying evolving Russian evasion tactics, protecting sensitive items, and maintaining compliance with export controls.

This guidance aims to protect businesses from reputational harm and legal risks while supporting global efforts to enforce sanctions and export controls effectively​.
